What is the best type of herbicide to use on the base material to prevent grass from growing thru new asphalt?

 My neighbor had an asphalt walkway put in. The contractor said he dispel the base material with a herbicide called Pramitol 25E. It was given to take the best thing to slow the grass to grow through the new asphalt. He did not make the effort.

 The asphalt was not thick enough or it would not be a rebel.

I bought a container Pramitol 25 E and guidelines are not cut out for me, it says so gallons per acre?
