How do I discourage pesky rodents and deer from my flowers?

 I discovered that my virtuous Waxwing Begonia flowers were eaten. I pooped more than $ 100 replacing Impatiens and other annuals. I use "Liquid Make do" which is a spray containing coyote urine, but even this does help. I live in the Midwest. Any suggestions?

 It might sound crazy, but it could be a good explanation: milk powder. The costs Gardenista recommended this result, since apparently the deer (and perhaps other mammals?) Do not like the smell of soup or milk after being weened.
